In many DB9 to HD15 (VGA) adapter cables, having no connection on Pin 1 and Pin 3 of the DB9 side is common and depends on the specific signal mapping intended for the cable. The Pin 1 and Pin 3 of a standard DB9 connector is most commonly used for RS-232 Serial Data but theses pins are often omitted because the HD15 (VGA) side are expecting RGB signals.
